I have a question do you know how to creat the Underwater effect?

i duno what u mean .. maybe use filter blue .?

i've input weather effect ( moon lights ) but it didnt show up , but easy bug fix ...

Ye looks great i dont know why it doesnt work i think i just use an area with the moonlight effect.
