Uh that's a wrong description - The actual (and working) hotkey for Net is 'W' and not 'E' as stated in the tool tip.
Fixed that.

Maybe it is only me, but the advanced marksman hotkey for flare doesn't work.

Maybe you have customized your hotkeys or something similar. For me the flare key works.
