What is it and how do you use it; I take the skill, but nothing new appears and there are no tooltips.

After gaining the skill you can see each player's worst injury in the multiboard.
In front of the hitpoints there is a red cross. This red cross changes to a green incon indicating an infection, or a broken bone showing a fracture.
