Actually, there is a building (not new building) to the top right of the beginning helipad entrance. bring the card to the gate in there and go in after the gate opens.

2 white runes is during activation of blackout mission, the doctor uses that to "teleport" to the forest

If you manage to finish the lab cutscene that triggers the blackout mission (near impossible task given how much people love the ESC button), you will notice that the doctor, after LEEEEEEAAAAH, runs upwards to where? a deadend! and whats the only thing u can find in that direction? a white rune of course.

Now look at the forest where the doctor was located by the land warrior (or officer kimberly i cant rly rmb). At the lower part you can find another white rune. Now doesnt it make sense that they are alien teleporters that only the doctor can activate?

The thing is, the doctor completely vanished. poofed. gone. not a trace. and after it went up that building beside. and suddenly he comes out of nowhere and in the middle of some stupid forest with a weird barricade design. so unless the doctor is a jumper or has some super imba skill that makes him travel through portals, i dun really get how that doctor jumped out there WITH a sentry gun.

Or if you are trying to make it realistic then take the white runes as sewer caps. he ran there through the sewers xD
